“The latest HIP allegations from RICS appear to have disregarded the many benefits that the  home information packs will offer first time buyers – the most vulnerable of buying groups.

With more information upfront and the costs incurred in gathering and providing information such as searches transferred to the seller, first time buyers will find their first step onto the housing ladder a more affordable and more informed one.

“What RICS appear to have forgotten is that first time buyers stand to benefit the most from the introduction of HIPs. With the vendor responsible for acquiring the HIP, costs will be eliminated and buyers will be able to make a more informed decision from the offset.”
 

Ok everyone no panic, with those hated useless home information packs to be rolled out on all homes.

The Royal Institution of Chartered Surveyors (Rics) predicted that, with these properties disappearing from the market in one fell swoop, activity will “grind to a halt” with buyers left chasing a very small number of properties.

We have been saying all along that the searches in the Home information pack were useless, now it has been confirmed by the Press and mortgage lenders.

The Daily Mail reported that banks are telling buyers to pay for their own searches, including information on drainage, planning applications and building consents, through their own solicitor.

This means tens of thousands of homeowners in a chain, making up about 80% of the market, are being forced to pay twice.

They are legally obliged to spend £500 on a HIP to give to potential buyers of the property they are selling, and are also being told by their mortgage lender to pay a similar amount for a lawyer to carry out searches of the property they want to buy.

The home information pack(s) were intended to speed up the selling process by giving buyers all the information they need without having to employ solicitors to carry out searches.

With the home sellers pack touted around westminster, as a cost saving to help first time buyers, its now turned into a  complete farce. First time buyers and in fact all home buyers are now having to pay extra for searches…

Here are a few simple steps to avoid home information packs on all home sizes.

1.  There is no legal definition of a bedroom, so call you bedrooms rooms you are home information packs free.

Next there is a private sale where no advertising takes place ie FRIENDS COLLEGUES FAMILY MEMBERS.

1. No home information packs required.

David Marsden, the head of the property department at law firm Matthew Arnold and Baldwin, pointed out.

He said: “Under planning law, it is about whether rooms are habitable, not whether they are bedrooms or not.”

Therefore call your bedrooms, rooms you are Home information packs, HIPs and EPC free on all homes, 1 bed, 2 bed, 3 bed and 4 bedrooms and larger properties.

I see Home information packs or HIPs are now needed on  3 bedroom properties, unless you call your “3 bedroom home a 3 room home.”

So repeat after me, “my 3 bedroom is now a 3 room home”, and i will not pay for HIPS.

• As reported on BBC news – Estate agents are also back dating the sale instruction to avoid the HIPs pack, So with 3 bedroom homes from September, you gave the sale instruction in August didn’t you.

HIPs pack providers will tell you such nonsense such as, you will lose out on people looking online for a home. If you market your 4 bedroom or 3 bedroom home, as 4 rooms and 3 rooms upstairs…

It’s not possible to change information on your home’s Home Information Pack Energy Performance Certificate once it has been entered onto the national database, says the Sunday Telegraph.

 Homeowners who disagree with the findings will be unable to have them changed, according to the newspaper.

The House of Lords has made another stand against the implementation of Home Information Packs, with 186 votes against 160 in favour of scrapping the scheme.

Yesterday’s vote in the Lords saw Baroness Hanham urging the House to revoke Hips. She said: “Seldom can a government initiative have gone so spectacularly wrong.

It has been panned by practically all the professional bodies associated with house sales. Despite warnings from this House and the other place on innumerable occasions that the policy was simply not going to work, the Government have, none the less, ploughed on.

Hanham added: “This is the Minister’s opportunity finally to admit that the policy is badly flawed, should be withdrawn and either rethought or abandoned.

We will gladly support the introduction of energy performance certificates as a separate and freshly considered initiative, but home packs must go. I urge the Minister to do everyone a favour—buyers, sellers and professionals—and abandon the packs this afternoon
